Very true, in an ideal world where you have an army of code ninjas, and OTI is the closest I've seen to that.
Unfortunately when you can't get ninjas, and there is a huge shortage of ninjas in this industry, managers feel a need to rely on something to make sure their people are doing the right thing. That's why, in a lot of organizations, process becomes the most important.
From my seat, though, I think development tools should be on top, since even ninjas rely on swords once in a while.
I work as a Project Manager at Infusion Development.
Prior to that, I was the Program Manager for Java and SQL Developer Products at Embarcadero Technologies for a hundred years.
I started my career at IBM where I led the Eclipse Plug-in Development Environment (PDE) for a thousand years.
I hold a BMath in Computer Science from the University of Waterloo and a BSc in Genetics from the University of Alberta.
